Offline supervision of pharmacies and cross-departmental “joint inspections” in many places

Medical Network News on August 20: The supervision of pharmacies has changed, and cross-departmental joint inspections have become a national trend.

Medical insurance designated pharmacies, cross-departmental joint supervision

On August 17, the People's Government of Fenghua District, Ningbo City issued the "Circular on the Inter-departmental Joint Inspection of Designated Retail Pharmacies" (hereinafter referred to as the "Circular").

The notified information shows that starting from late May 2021, the District Medical Insurance Bureau, in conjunction with the District Market Supervision Bureau, will conduct inspections on the classification of designated retail pharmacies in the jurisdiction in stages through the “Handheld Law Enforcement” app of Zhezheng Ding, and carry out “double random, one open” "The cross-departmental joint supervision action, the inspection action of this stage has been completed by the end of June.

It is reported that "double random, one open" is a new supervision method, that is, random selection of inspection objects during the supervision process, random selection of law enforcement inspectors, and timely disclosure of random inspections and investigation results to the public.

It is worth mentioning that the “double random, one open” supervision uses scientific and technological means to keep traces of the “double random” spot check throughout the entire process, realize the traceability of responsibilities, and upload it to a unified market supervision information platform, and the supervision information is interconnected. Make it public in time.

The “Notice on Promoting Random Spot Checks and Regulating Interim and Ex-post Supervision” clearly requires that in regulating market law enforcement, the “double random, one open” supervision model should be fully implemented.

Offline supervision of pharmacies, and “joint inspections” in many places

In addition to Ningbo Fenghua District, many regions across the country have also adopted inter-departmental "joint inspection" measures for drugstores.

On August 17, the Medical Insurance Bureau of Bagongshan District, Huainan City, Anhui Province, joined the Market Supervision Bureau to mobilize capable forces to form a joint inspection team to conduct continuous full coverage inspections on the epidemic prevention and control work of 44 retail pharmacies in the district, and for pharmacies that did not implement them properly. Require immediate rectification and serious handling.

According to the Baoding Procuratorate, on August 6, the police officers of the Quyang County Procuratorate of Baoding City, Hebei Province, and the County Market Supervision Administration conducted a joint special inspection of some pharmacies in the urban area, and successively visited some chain pharmacies to supervise and inspect the implementation of epidemic prevention and control measures in each pharmacy.

According to information from China Business Daily, recently, the Drug Control Brigade of the Public Security Bureau of Diaobingshan City, Liaoning Province, jointly conducted surprise inspections on pharmacies in the city. The inspections included whether prescription drugs were sold in violation of regulations, whether the sales procedures were complete, and whether the purchase channels and sales records were consistent. Regulations and so on.

In addition, law enforcement officials also emphasized to pharmacies that addictive narcotic drugs and psychotropic drugs must not be allowed to flow into the market at will. If suspicious situations are discovered, they must be reported to the public security organs in a timely manner.

"Smart supervision" of pharmacies has become a national trend

In the "double random, one open" supervision method of pharmacies, more information technology is included, so that "smart supervision" of pharmacies has also become an industry trend. "Smart supervision" of pharmacies is not only strict, but also more efficient.

It is found out that the "smart supervision" model for pharmacies has recently been implemented in many places across the country, and the "smart supervision" will become an industry trend.

On July 4, according to Xinhua News Agency, Shanghai Xuhui District moved 152 pharmacies to the “cloud”, and the sales of special drugs were updated in real time, and licensed pharmacists “checked in” online. If no pharmacist checked in after the pharmacy opened, or The person who punches the card is not the pharmacist himself, and the system will give an early warning, and law enforcement officers will rush to check.

On June 17, Beijing Haidian District announced that it had piloted the construction of a "smart pharmacy" supervision system. By building a remote video surveillance network and installing a wireless remote sensing module, the environment and operation of the pharmacy can be dynamically grasped.

According to relevant personnel, the use of cameras to monitor pharmacies can reduce the pressure of some offline supervision on the one hand, and on the other hand, it can grasp the specific operating details of pharmacies (such as monitoring the temperature of the drug area). These advantages are not available in offline supervision.

On June 15th, according to the Hubei Daily News, starting from March 18th, 1579 retail pharmacies in Huanggang City have been integrated into the smart supervision platform, and "triggered supervision" measures have been implemented. Violations of regulations and laws, such as the sale of expired drugs, the illegal purchase (including recall) of special drugs, and the illegal sale of syringes (liquid), if they touch the bottom line of supervision, it is equivalent to launching supervision and law enforcement.

In March of this year, Ruian City, Zhejiang Province launched the Pharmacy Supervision Assistant App. The app has two main functions: one is to prevent licensed pharmacists in pharmacies from being absent, and to implement GPS positioning + face recognition technology for attendance check-in; the other is to prescribe prescription drugs by licensed pharmacists. The prescription form needs to be uploaded online to facilitate review by supervisory personnel and improve safety.

In February of this year, according to a report from Qilu.com, Shandong Province, on the basis of existing informatization, has built a complete smart drug supervision system to realize the electronic management of the entire regulatory business, including data collection, remote monitoring, inspection and random inspection, law enforcement and case handling. Mobile law enforcement APP with other functions improves inspection efficiency.
